Introduction
sections[0].body
Over the last week, the conflict in the Middle East has expanded. As the previous 60-day ceasefire expires, it has become clear that Iran and the United States have been unable to find a diplomatic compromise to end the fighting. This blog post explores recent developments and threats of escalation. Specifically, it centers recent Iranian threats of “offensive” action, allegations that Tehran will attack US military bases in Europe, and the evolving diplomatic fallout of an alleged strike on Emirati bases.

Iranian Threats Against US Bases in Europe
sections[0].body
On August 17th, an unnamed “senior Iranian official” allegedly told Reuters that Iran would shift to a “fully offensive” strategy because negotiations to end the conflict have thus far been unsuccessful (1). This warning came as the previous 60-day ceasefire between Washington and Tehran expired. On August 19th, various organs of the Iranian government – including the Ministry of Foreign Affairs and Parliament – claimed that Iran would not seek negotiations with the United States and that a “new security order” would be founded in the Middle East following the conclusion of hostilities (2). The same day, various news sources reported – allegedly with “insider” confirmation – that Iran has considered striking US bases in Europe over the last month (a) (3). Thus far, there has been no independent confirmation of these claims. However, if Iran does pursue this tactic, it risks widening the scope of the conflict to NATO Member States.
Article 5 of the NATO Charter stipulates that “The Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them… will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the North Atlantic area” (4). Though not certain, the US or other NATO Member States may invoke Article 5 should Iran attack US bases in Europe. If so, NATO Member States will be legally and contractually obligated to join the war in Iran. Cyprus, a member of the EU, which shares a similar, though less binding, pact, was previously attacked in March. This attack did not trigger EU or NATO entry into the conflict.

Alleged Iranian Strikes on the UAE
sections[0].body
On August 19th, the UAE accused Iran of firing two missiles at the Emirates. Though reporting indicates that the missiles likely landed in the water, the UAE’s Ministry of Foreign Affairs later announced that “all trade, commercial exchanges, and financial transactions with Iran have been halted until further notice” (5). Tehran, however, officially denies all involvement in the strikes (6). No damage or casualties have been reported at this time.

Short-Term Outlook
sections[0].body
We will continue to monitor the situation in the Middle East. As of August 19th, the US naval blockade officially remains in place and no fixed plans for negotiations have been reported in public sources. Oil prices are thus unlikely to fall absent significant, external changes in the geopolitical landscape.

a. Likely, according to these sources, in Bulgaria or Cyprus. Bezmer Air Base is not technically a US base, but hosts US aircraft. Cyprus, while not a NATO Member State, does maintain defense treaties with the European Union, making an Article 5 invocation possible.
